Nepalgunj. Nepali Congress General Secretary Gagan Kumar Thapa has said the government should immediately start the work of amending the constitution. Inaugurating the Regional Conference of the House of Representatives at Nepali Congress, Banke today, he said it was necessary to fulfill the promise of the seven-point agreement reached between the Nepali Congress and the CPN-UML.
General Secretary Thapa stressed the need for building a system where one party can get majority and said that the electoral system of alliance has destroyed Nepal. Stating that it was necessary to find a way for a stable government that will last for five years, he urged the government to amend the constitution to make the parliament and the government inclusive.
“Now a party has to get a majority for which there is no alternative to amending the constitution,” he said. General Secretary Thapa opined that the federal democratic republic should not be destroyed but expenditure should be cut to make it more advanced.
Stating that the government should think about the posts of vice-president and deputy speaker in the union and province, he argued that the expenditure would be reduced by appointing 10 to 15 ministers in the union and three to five ministers in the province. General Secretary Thapa stressed that nepal’s federalism should not be the same as it is now and it needed to be reformed through constitutional amendment.
Stating that the NC was clear about the federal democratic republic, he said the NC has been established as a national force. Stating that the dissatisfaction of the people has been used as an excuse to spread excitement, he said that nepal’s monarchy was never constitutional.
