‘Government hospitals do not have the right to say they do not have medicine’

Ilam. Health and Population Minister Pradeep Poudel has said that it will no longer be possible to say that there is no health insurance medicine in the hospital. While monitoring the Ilam Hospital today, he said that the medicines prescribed by the Health Insurance Board should be mandatory in the hospital.

He said, “It is illegal to say that there is no medicine even now,” and he said that the prescribed medicines should be made mandatory. The government and the Health Insurance Board have prescribed 98 types of medicines. He urged that the prescribed medicines should be made mandatory.

He said that government hospitals no longer have the right to refuse medicines prescribed by doctors. He said that the Ministry of Health has taken necessary steps for that. He said that although there are problems in the management of some insurance, it is being improved. He also said that the Ministry of Health will take forward the work to upgrade the district hospitals. Ilam Hospital Chief Dr. Prabhu Shah complained that there were no doctors as per the cadre.

On this issue, Health Minister Poudel said that he preferred doctors to stay in Sugam. He also said that now the government will make it mandatory to go to the place where they are deployed. Saying that there are still twice as many doctors as the cadre in hospitals in the Terai, he said that now arrangements will be made so that doctors stay in the place where the government is deployed.

He said that hospitals and health posts should also demand from the ministry to do only the work they can do. He said that district hospitals should also demand for infrastructure and equipment. He informed that if there is a demand as per the need, it can be addressed. He said that the demand for MRI and CT scans at the health post cannot be addressed at present and that the demand should be made as per the need.

He informed that the three levels of government should coordinate. He said that the work cannot be done by making different policies at the local level, state and federal governments and said that a single policy should be adopted. Jayaprakash Rai, head of the District Coordination Committee, said that the capacity of Ilam Hospital should be developed and made into a 100-bed hospital. He suggested that physical infrastructure, equipment and the number of doctors should be increased. He said that the federal government and the state government should take joint initiatives in this regard.

Ilam Hospital submitted a written memorandum to Health Minister Poudel demanding additional information on the physical infrastructure of the hospital, informed the hospital manager Kshitij Khatiwada. Services to be launched soon from basic hospitals Panchthar – Minister for Health and Population Pradeep Poudel said that services will be launched soon from basic hospitals built at the local level.

Informing that basic hospitals have been built in 57 local levels of the country, Minister Poudel said that the ministry is formulating a separate policy to operate basic hospitals. Inaugurating a five-bed basic hospital built in Falelung Rural Municipality of Panchthar on Saturday, Minister Poudel informed that the basic hospital will be operated as per the new policy.

Stateing that there is a shortage of manpower and equipment in all basic hospitals, Minister Poudel said that the government will make special arrangements for this and manage manpower and equipment. He said that the Ministry of Health is seeking budget from the Ministry of Finance for this. ‘Manpower should be arranged here from all three levels of government,’ said Minister Poudel, ‘The federal government will send doctors. The remaining health workers will be arranged by the provincial and local governments and the hospital will be operated.’

Stateing that it is mandatory for the hospital to operate after the infrastructure is built, Minister Poudel said that the basic hospital will be developed as a hospital that will work in the preventive sector in addition to the curative sector. ‘The idea is that these hospitals should work to raise awareness to prevent the spread of diseases,’ Minister Poudel said, ‘The government is preparing to move forward by classifying health institutions so that health posts will provide primary care, basic hospitals will work in the preventive sector, and district, provincial and federal hospitals will provide specialized services.’

On Saturday, Minister Poudel inaugurated the administrative building of Falelung Rural Municipality. Inaugurating the newly constructed building, he said that the local level, which has many stakeholders, should do the work of citizens quickly, efficiently and at a low cost. Minister Poudel says that despite the expansion of services like roads and electricity, the village has lost its luster because migration has not been stopped. He said that migration is increasing because materials are brought to the village from the market but no products from the village go to the market. ‘When a five-bed hospital is started, the situation where the union minister has to be asked to send a doctor is because the economic side is weak,’ Minister Poudel said, ‘Now we need to develop self-reliance within this system. For this, we need to invest a lot in agriculture.’

A basic hospital has been constructed in Namluwa, ward no. 3 of Phalelung Rural Municipality at a cost of Rs. 114.3 million, informed Rural Municipality Chairman Bir Bikram Thamsuhang. The hospital has been constructed as per the standards of the Ministry of Health. Similarly, a four-storey administrative building of the rural municipality has been constructed at a cost of Rs. 52.8 million. Rural Municipality Chairman Thamsuhang said that service delivery has already begun from the building, which was completed in June 2077 BS and started construction in October 2077 BS.
