Government has made Planning Bank a tool to serve self-interest: Lawmaker Basnet

Kathmandu. CPN (Maoist Centre) lawmaker Shakti Bahadur Basnet has accused the government of using the Planning Bank as a weapon to serve its own interests. Taking part in a general discussion on the annual estimates of revenue and expenditure for the fiscal year 2082/83 BS in the House of Representatives on Monday, lawmaker Basnet accused the ruling party of trying to cover up the facts with a smokescreen.

He said that on the one hand, schemes worth less than Rs 30 million have been removed in the budget, but in the budget book, schemes ranging from Rs 100,000 to Rs 1 million have been included.

Lawmaker Basnet said that he would talk about the terrible economical work done by reducing the 4,000 schemes, but the reality was different. He claimed that more than half of the schemes in the budget book are not only below Rs 3 crore but also between Rs 20 lakh and Rs 25 lakh.

Lawmaker Basnet said, “We are currently discussing about the appropriation bill. In this context, I feel that at least let’s not try to cover the facts nakedly and with a smokescreen. You are also doing a lot of positive things. You are saying that there are no plans below Rs 3 crore. More than half of the schemes here are not only below Rs 3 crore but also up to Rs 2.5 million and Rs 2 million. Rs 2.5 million has been allocated and Rs 2 million has been allocated for starting new schemes, not for completing those old and successive projects. ’

He claimed that the budget failed to address the principles and priorities of the budget, the budget-making process, the programmatic allocation or the needs of the nation and the expectations of the people.
