Khotang. 46 youths from here who were cheated on the pretext of sending them for foreign employment have filed a complaint demanding that the concerned ‘manpower’ and ‘agent’ be brought under the ambit of action. They have filed a complaint at the Immigrant Resource Center, Diktel, stating that they have been ‘taking money saying they will send them abroad but have not sent them abroad for years’ since 2077 BS. Santosh Rai, Khotang coordinator of the Safe Immigration Program (SAMI), informed that a complaint has been filed of cheating of Rs 15.13 million. “In the current fiscal year alone, 15 people have filed complaints stating that they were cheated on the pretext of sending them for foreign employment. The victim’s complaint states that they were cheated of Rs 2.34 million and five hundred,” he said. “Even after paying money to the manpower and agent in the name of going abroad, the victims often come to the Immigrant Resource Center after they are not sent abroad for a long time and the money is not returned. “With the facilitation of the Safe Migration Program, under the initiative of the District Administration Office, District Police Office and the Department of Foreign Employment, Rs. 1 million 68 thousand has been returned to the concerned persons from the manpower and agents so far.”
Out of the complaints received at the Resource Center Diktel in the current fiscal year, the District Police Office Khotang has already returned Rs. 150 thousand to the concerned persons, informed Coordinator Rai. It is said that the victims, who are frustrated by the agents and manpower rushing to get the money back for foreign employment, are resorting to the Migrant Resource Center as a last resort. The source center has stated that the victims who have been scammed by foreign employment fraud do not have the necessary evidence and that most of the fraudsters are from outside the district.
If financial transactions during foreign employment are made through banking channels as much as possible and foreign employment is mentioned in the purpose, it will be easier to recover the defrauded money, said Coordinator Rai. Deputy Superintendent of Police Purushottam Khadka, Chief of the District Police Office, Khotang, informed that new methods of fraud have been used. “Recently, new methods and procedures have been used to commit fraud related to foreign employment and under various pretexts. We are also making citizens aware to reduce the incidence of fraud,” he said, “The police only receive information after the incident. Problems arise when the victim does not have the necessary evidence. It is necessary to be aware of this.” Khotang is among the countries with the highest number of foreign employment destinations. With the increase in the number of people going for foreign employment, the problems of foreign employment in the district have also been found to be increasing.
In the last five months of the fiscal year 2080/81 (up to Mangsir), 3,341 youth from Khotang have obtained labor permits for foreign employment. Of these, 322 are women, according to the Resource Center. Last year, 9,806 youth from Khotang, which has ten local levels, obtained labor permits. Of these, 831 are women. RSS
