Kathmandu. The Ministry of Finance has started the review of the current year’s budget. The ministry has started the review based on the data of the first six months of the current year.
The Ministry of Finance has concluded that the current year’s expenditure and revenue targets will not be met in the review. The current year’s budget was prepared by former Finance Minister Dr. Prakash Sharan Mahat. Similarly, former Finance Minister Barshaman Pun read the budget speech. But Finance Minister Bishnu Prasad Poudel has arrived at the time of passing the budget.
A ministry source said, “We are preparing to review by the last week of Magh, but we have come to the conclusion that none of the targets of the current year’s budget expenditure and revenue estimates will be met.” We will present a revised estimate after looking at the situation for further improvement.”
The target for the current year is to spend Rs 1860 billion 300 million. The then Finance Minister Barshaman Pun had brought the budget with great ambition. The government has spent Rs 788 billion 699.7 million in the first 6 months and 19 days of the current year. This total expenditure is only 38.1 percent of the target.
The current heading has spent Rs 486 billion 755.6 million against the target of Rs 1140 billion 664 million. This is a progress of 42.67 percent. Similarly, the target for the current year is Rs 352 billion 354 million under the capital heading. So far, Rs 63 billion 654 million has been spent under this heading. There has been only 17.9 percent progress in this heading.
The government has set a target to spend Rs 367 billion 284 million on the financial system. Of which Rs 158 billion 878 million has been spent. There is a progress of 43.26 percent on this heading.
On the revenue side, the government has also set a target to collect Rs 1419 billion 303 million in revenue this year. So far, Rs 597 billion 357 million in revenue has been collected under this heading. Of which the total progress is 42.09 percent.
The two main revenue collecting agencies of the government, the Customs Department and the Interim Revenue Department, are far behind the target. Finance Minister Poudel is adamant that revenue collection should be as per the target at all costs. However, the ministry’s team has concluded that the target will not be met under any circumstances.
