Finance Minister Poudel instructs Minister of Physical Infrastructure Dahal not to include retail scheme in budget

Kathmandu. The Ministry of Finance has started ministerial discussions for the budget preparation for the fiscal year 2082/083. The ministry consulted with the Ministry of Physical Infrastructure and Transport and its subordinate departments and agencies on Wednesday.

In the program, Finance Minister Bishnu Prasad Poudel said that a disciplined and realistic budget will be brought in the fiscal year 2082/083. The Finance Minister said that when a realistic budget is brought, there will be no need for transfers and amendments in between and there will be no problems in implementation.

Finance Minister Poudel has expressed the view that the budget will be prepared by internalizing the principles and values of the budget and learning from past experiences. He emphasized on preparing the budget with special attention to federalism and the role of the federal government as there are federal, provincial and local governments. The Finance Minister is confident that everyone will take ownership of the budget as it will be prepared in coordination between ministries and various bodies.

Mentioning that post-disaster reconstruction should be given priority, Finance Minister Poudel has said that a vibrant and effective budget will be prepared, and the budget for the coming fiscal year will be prepared by aligning policies and programs with the budget.

Finance Minister Poudel has urged the concerned ministries to postpone unimplementable and low-priority projects and include only implementable plans. Similarly, he has also suggested reducing the number of successive plans by stopping small plans. The Finance Minister has said that only projects for which preliminary preparations have been completed and where the need is felt to be very high should be included.

The discussion was attended by Minister for Physical Infrastructure and Transport Devendra Dahal, Vice Chairman of the National Planning Commission Prof. Dr. Shivraj Adhikari, Finance Secretary Ghanshyam Upadhyay, Revenue Secretary Dinesh Kumar Ghimire, Physical Infrastructure and Transport Secretary Keshav Kumar Sharma, among others.

A realistic budget proposal that does not require changes in funds and program revisions during implementation within the budget limit received To do

Discourage the tendency to scatter resources on small projects

Reduce the number of projects gradually

Postpone unimplementable and low-priority projects

Make arrangements to propose only implementable projects

When proposing new projects and programs, only propose pre-prepared projects To do

Include only quality projects that are considered feasible

Propose budgets for new programs and projects only after allocating the necessary budget for successive projects

When proposing a project, include only projects that have been entered in the National Planning Commission’s project bank

If there is a need to restructure and integrate ongoing programs and projects based on the implementation experience so far, do so accordingly

When proposing a project, consider the inter-level and inter- Ensure that there is no duplication in the agency

Propose a budget that prioritizes post-disaster reconstruction work

Reprioritize conditional grant projects and continue only quality projects
