Biratnagar. Minister for Land Management, Cooperatives and Poverty Alleviation, Balram Adhikari, has said that all the problems of landlessness, squatters, unorganized settlements and the land sector will be resolved within the next three years.
Addressing the third meeting of the thematic committee comprising land ministers of all seven provinces for resolving land problems at the federal, provincial and local levels, Minister Adhikari said that the federal government, all seven provincial governments, the National Land Problems Resolution Commission and subordinate bodies are committed to resolving all the land-related problems that have been seen so far.
Minister Adhikari said that the meeting has worked to bring legal uniformity among the three levels in the field of land management, cooperatives and poverty alleviation, to make services technological, and to pass a strategy framework to resolve the special problems of cooperatives. .
Minister Adhikari said that he has shown initiative to transfer powers after taking over the ministry. Speaking at the same meeting, Koshi Province Chief Minister Hikmat Karki urged the transfer of many land-related powers to the provinces by making a law, saying that many land-related powers have been centralized in the union.
He pointed out that this situation should end, saying that the provincial government should seek help from the federal government even to build its own structures. A committee led by the land ministers of seven provinces has been formed to monitor the work of the Land Problem Resolution Commission. It has been decided to form a 5-member committee under the coordination of the land ministers of seven provinces to supervise and effectively monitor the work of the National Land Problem Resolution Commission.
The decision was taken at the third meeting of the thematic committee, an important structure for coordination and interconnection between the federal provinces and local levels, held in Biratnagar.
In the meeting, Minister for Land Management, Cooperatives and Poverty Alleviation, Balram Adhikari, said that the Federal Land Ministry has started its homework to amend the Federal Land Act in a timely manner to implement the individual and common rights of the federal provinces and local levels. The meeting has decided to work in coordination between the union and the provinces for land classification, land use planning and management of public land.
On the issues raised by the Chief Minister, the thematic committee meeting attended by the land management ministers and secretaries of the seven provinces took some decisions of national importance and also conducted a thorough review of the implementation of past decisions, said Arjun Prasad Pokharel, Secretary of the Ministry of Land Management.
In the meeting, the thematic ministers and secretaries of the seven provinces expressed their views on the agenda proposal. The meeting has decided to prepare the basis for transferring land administration to the local level. The provincial ministry has decided to provide special cooperation in the work of the Land Problem Resolution Commission.
For which a monitoring committee will be formed under the coordination of the provincial land minister. This committee will be formed within the first week of Chaitra. This is the third meeting of the thematic committee under the chairmanship of Minister for Land Management, Cooperatives and Poverty Alleviation, Adhikari, as per Sub-section (1) of Section 22 of the Union, Provincial and Local Level Coordination and Interrelation Act, 2077.
