Excavation begins in Kaligandaki after Supreme Court’s release

Parbat. Excavation has begun after the Supreme Court dismissed the writ petition filed regarding the Kaligandaki River excavation. The excavation, which had been stopped for four years, has resumed after the Supreme Court issued an interim order on Ashad 29, 2078 BS and ordered a halt to all river excavation work.

The bench of Supreme Court Justices Dr. Kumar Chundal and Binod Sharma had dismissed the writ petition on Kartik 11. A writ petition was filed in the Supreme Court alleging illegal smuggling of river products and river exploitation at various local levels in the Kaligandaki River basin flowing through Myagdi, Parbat, Baglung, Syangja, Palpa and Tanahun.

After the order to dismiss the said writ petition, Jaljala Rural Municipality of Parbat has invited tenders for excavation. The rural municipality has published a notice on February 20 and has given the responsibility to various individuals and companies by opening bids for excavation from nine locations along the Kaligandaki River within the municipality.

Rural municipality chairman Raju Prasad Acharya informed that a contract worth Rs 17.7 million has been called for. According to him, the excavation process, which was stopped for four years after the court order, has now begun.

After the Supreme Court order, Kushma Municipality and Jaljala Rural Municipality in Parbat were not able to call for contracts for the excavation of riverine materials for three years. Jaljala Rural Municipality had repeatedly requested that the case be given priority for the final decision, saying that the income from the sale and distribution of river products had stopped.

After the increase in illegal mining in the Kaligandaki River, stakeholders had filed a case in the Supreme Court to prevent it. Even after the order to dismiss the writ petition, the District Monitoring Committee has been asked to be proactive in protection and monitoring to prevent the illegal theft of the sacred Kaligandaki River and the illegal export of the Shalgram stone.

Although the municipality did not call for contracts, illegal river mining was still taking place. Jaljala Chairman Acharya said that after the contract call, the mining and sale and distribution of river products will now be systematically carried out, which will also increase the income of the municipality. He says that this will help in the development of the municipality.

Kushma Municipality has not shown interest in the extraction of riverine materials so far. Illegal extraction and theft are taking place because the municipality has not awarded contracts.
