Kathmandu. Kathmandu: Nepal Civil Servants’ Association, an organization of civil servants close to the CPN (UML), has demanded inclusion of employees working at all the three levels in the definition of civil servants.
Organizing a press conference on Thursday to make public the decisions taken by the second meeting of the central working committee of the organization, the organization demanded the promulgation of the Employees and Trade Union Friendly Federal Civil Service Act by including the three-tier employees in the definition of civil servants.
The meeting has also decided to go ahead with the phased agitation if the demands put forth by the organization are not met. Speaking at the press conference, Association Chair Bhawani Neupane Dahal said that the Nepal Nizamati Employees’ Association has been raising its voice from office assistant to chief secretary.
She made it clear that they were not agitating just to meet the demands of the NASUs. She said that they are demanding that the demands put forward by the organization in the past should be addressed.
“Nepal Employees’ Civil Servants Organization is an organization that raises its voice from office assistant to chief secretary. When we were getting trade union rights, a resolution was passed to give us the post of under secretary. Today, we should also raise the issue of office secretary. The chief secretary should also be taken up. Today, we are not only agitating for the sake of nasu, but everyone should be clear. We have put forward the 85-point demands raised by us in the past. The salaries of the employees have not been increased for the last three years. Nepal Rastra Bank (NRB) has shown a 4 per cent increase in prices. We have also been forced to protest against it. ’
The organization has demanded that employees with five years of service in any post should be promoted to one level and those employees who have served more than 10 years should be promoted to one category. The government is preparing to pass the Federal Civil Services Bill from this session of parliament.
