Kathmandu. President of the Federation of Nepalese Chambers of Commerce and Industry Chandra Prasad Dhakal has demanded that the discretionary power of employees in customs clearance be removed. He made this demand while speaking on the occasion of the 73rd International Customs Day organized by the Customs Department today (Sunday).
He said that the customs administration should be made private sector-friendly and service-recipient-friendly, and demanded that procedural hassles during customs clearance be removed, discretionary power of employees be removed, and emphasis should be placed on the use of technology.
‘Since revenue will increase automatically when the economy is dynamic, the government should emphasize on promoting clean and competitive businesses. When customs rates are high, illegal imports from open borders have increased. This has also affected revenue,’ Dhakal said. ‘The private sector has been giving suggestions such as using state-of-the-art equipment for inspection, reducing the time limit for inspection and testing, conducting inspection based on transaction value, and removing the reference price book. The private sector is optimistic that the government will address these issues when amending the Customs Act and preparing the budget for the upcoming fiscal year.’
Chairman Dhakal said that the system of imposing one level lower customs duty on raw materials than finished goods has not been implemented effectively.
