Kathmandu. Minister for Labor, Employment and Social Security Sharad Singh Bhandari has emphasized that the skills and capital acquired during foreign employment should be used for the development of the country. At a program organized by the Central Department of Population Studies, Tribhuvan University and the International Organization for Migration (IOM) here today on the occasion of International Migration Day, he said that the work done abroad, the skills learned and the capital should be invested in the self-employment sector to develop the country’s economy.
“There are many youth from Nepal who go abroad for employment. They are allowed to work there only for a certain period of time. If the skills and capital earned there can be brought back to Nepal and put to use, it will help in the economic development of the country,” said Minister Bhandari. He said that the government is planning to arrange unsecured loans targeting workers who go abroad at high interest rates.
Say that the government is serious about the high interest rates that have to be taken before going abroad and the incidents of premature death after going abroad, Labor Minister Bhandari urged the youth to develop their skills and go for foreign employment only through official bodies. He mentioned that the government is working systematically to solve the problem of Nepalis who have gone abroad illegally without a work permit and are in trouble in the long term.
Labor Minister Bhandari said that he has started coordinating with each local level to collect information about the unemployment situation within them, the countries where youth have gone for employment, what skills they have learned, etc. to create employment opportunities at the local level. He mentioned that an Internal Employment Division has been established in the ministry to promote internal employment and various training and employment opportunities are being sought. He informed that the amount given in case of death of a worker who has gone abroad for employment has been increased from 700,000 to 100,000.
Minister Bhandari mentioned that the government is working to sign a five-year labor agreement with Malaysia. We are saying that the country has become empty, that all the youth have migrated, 80 percent of the 7 million workers who have gone abroad for employment have gone to the Gulf countries, they have not gone permanently, they have gone for opportunities, he said. He stressed the need to make foreign employment safe.
Mukunda Prasad Niraula, Secretary of the Ministry of Labor, Employment and Social Security, said that the ministry is studying the national immigration policy by forming an expert committee. He mentioned that the government is serious about ensuring that no Nepali worker who has gone abroad for employment should face any problem. Kathmandu University Registrar Prof. Achyut Wagle stressed the need for the government to create an environment for job creation in the country. He mentioned that Nepal needs to formulate a clear policy on foreign employment and migration.
Speakers including Helen Force, Head of the International Organization for Migration (IOM), Prof. Yogendra Bahadur Gurung, Head of the Central Department of Population Studies, Tribhuvan University, emphasized that the lack of employment and education is causing the problem of migration worldwide and stressed the need to move forward by joining hands to control it.
