Kathmandu. Minister for Energy, Water Resources and Irrigation Deepak Khadka has said that the electricity bill would be passed by the parliament within a month. He was speaking at the ‘IPPAN Developers Meet-2025′ organized by the Independent Power Producers’ Association (IPPAN) in Kathmandu on Monday.
Stating that the ministry was working to get the electricity bill passed by the parliament within a minute even in the grip of the budget, he said that the electricity bill used to be withdrawn time and again in the past as well and now the ministry is working day and night as soon as the water resources bill is completed.
He urged the people not to think that only developers will be drowned when the investment sinks and the government will take responsibility for it. Minister Khadka said that the government is not a distracted government and the main source of income of the government is now electricity.
Minister Khadka said, “The electricity bill, which was pending time and again, is coming back and this time also we are working on it day and night as soon as the water resources bill is presented. There is a budget, but we are working on the bill. We’re working on it day and night. The bill will be passed by parliament within a month. If the AUTHORITY is not able to do so alone, then there will be an alternative to it with the government. When the investment sinks, it seems that only developers drown, all the people drown, the government takes responsibility for it, it is the responsibility of the government. Should be taken. ’
Ganesh Karki, chairman of independent power producers’ association (IPPAN), said the NEA and the ministry are the guardians of the power producers. But in recent times, the energy sector has been attacked from all sides, he said.
He said that the attack was being carried out in such a way that the energy sector would not be allowed to move forward. While the government and the private sector are working to end load-shedding through domestically produced electricity, some said that they are moving ahead with a plan that imported electricity should end load-shedding.
Chairman Karki said, “The Electricity Authority and the Ministry are our guardians. At present, attacks are taking place from many sides. Don’t let this sector move forward? It always seems that we are going ahead with planning whether our electricity but imported electricity will end load shedding. They don’t let anything move forward from anywhere. That’s what the issue of seban is. The ministry had written a letter to Seban asking him to open the IPO issue. At present, 43 projects are stuck. Khanal’s commission has given another report. ’
Mohan Dangi, senior vice-president of independent energy producers’ association (IPPAN), said the government was moving ahead with a roadmap in the energy sector to make the country prosperous and the energy entrepreneurs were also determined to pave the way.
He also said that the committee’s directive to retain 33 per cent shares of the basic investors investing in the establishment of hydropower companies until the bank’s loan is repaid is causing problems. He said that 43 companies are still in the Securities Board of Nepal for the issue of primary shares and seven companies for the issue of right shares.
According to him, the 994.52 MW power sector projects have incurred a loss of around Rs 81 billion in 22 months by accumulating interest, project costs and income from electricity sales. He claimed that it was a crime committed by the agencies under the Government of Nepal in the energy sector.
He said that if the target set by the government is to be fulfilled, it should be allowed to issue primary shares and right shares immediately.
