Kathmandu. CPN(UML) Secretary Yogesh Bhattarai, who is leading the government, has said that federalism should be made effective by giving maximum resources to the local levels and provinces. Speaking at a programme on budget on federalism organized in the capital today, he said that the centralized mentality is still prevailing and it should be removed by effective implementation of federalism.
According to Secretary Bhattarai, the capacity to implement the budget should be strengthened by equipping the local levels and provinces with resources. Stating that discussions were underway to increase the wards by reducing the local level, he said federalism would be made effective. He said discussions were underway to increase the number of 500 local levels informally.
Stating that the matter would be discussed within the party and a conclusion would be reached, he said, “There is a need to review the issues ranging from distribution of rights to other issues.” In particular, there should be a review of how to make the local and provincial governments more empowered. Reviewing is not what I mean by abolishing federalism. This is to make the present federalism more effective. The centre should take responsibility for more policies and important works to make the local level and the province more resourceful and increase its ability to implement it. ‘
“The number of local levels has increased by 753. If it can be reduced, let’s reduce it to Rs 500. Instead, let’s increase the number of wards. Discussions have already begun. Because it is the ward that gives more powers, makes it resourceful, resourceful and more and more daulo’s government, whatever it says, it is the ward. Therefore, if we reduce the number of municipalities by increasing the wards, it will still improve the ability to work and develop leadership. There is no official line yet,” he said.
Stating that development has expanded in the country, he said the country’s economy would be strengthened if it was made quality and yield-oriented. Stating that federalism is linked economically, administratively and politically, UML Secretary Bhattarai said that although federalism has been implemented economically and politically, administrative transfer has not yet been reached.
