Directives to expedite construction of Rahughat Hydropower Project

Myagdi. A high-level team from the Ministry of Energy, Water Resources and Irrigation today carried out on-site inspection of the 40 MW Rahughat Hydropower Project being operated by Raghuganga Hydropower, a subsidiary of Nepal Electricity Authority( NEA).

Indian Ambassador to Nepal Navin Srivastava, Energy Secretary at the Ministry Suresh Acharya and NEA Executive Director Hitendra Dev Shakya directed the representatives of the contractor company to speed up the construction after monitoring the project.

Ganesh KC, managing director of Raghuganga Hydropower, said that instructions have been received from the embassy, ministry and nea leadership to complete the construction work as soon as possible. The Government of India, The Ministry of Energy and the Electricity Authority of India have expressed concern over the construction of the project as per the action plan to be completed by July 1, 2082 BS. Civil contractor Jai Prakash Associates and electromechanical contractor BHEL have sought time till December 31, 2025.

The contract of the civil contractor, which was signed in November 2017 with a target of completing it in about 45 months, expires on June 27, 2025. Jay Prakash’s manager Harish Agrawal and BHEL representative Harsh Bardan had proposed an extension of the deadline.

Ambassador Srivastava, Energy Secretary Acharya and NEA Director Shakya expressed dissatisfaction over the lack of satisfactory work despite repeated extensions and directed the representatives of the contractor companies to create an atmosphere of confidence in the action plan to be completed within the proposed deadline.

Construction of dam at dagnam of Raghuganga rural municipality-4 and jhin of ward no. 5, six-kilometer 270-meter long main tunnel and power house at Tilkenichaur has been completed 90 percent. The team has expressed concern over the delay in installation of equipment and construction of the switchchard.

The project has been operated under the company’s concept and engineering procurement and contract (EPC) format with a concessional loan of US$ 67 million from Export (EXIM) Bank and joint investment from Nepal Electricity Authority (NEA) and the Government of Nepal.

Due to poor financial condition, the construction of the project was carried out in 2072 under the company’s concept and engineering procurement and contract (EPC) format by breaking the contract with the old contractor IVRCL.
