Kathmandu. Finance Secretary Dr. Ram Prasad Ghimire has been transferred. The government’s cabinet meeting held on Monday transferred Ghimire and sent him to the President’s Office.
Ghanshyam Upadhyay, Secretary of the Commission for the Investigation of Abuse of Authority, has been appointed as a new responsibility in the Ministry of Finance. However, the government had tried to transfer Ram Prasad Ghimire a few months ago. But no secretary agreed to become the Finance Secretary without writing a letter implementing the report on the license of the new stock exchange.
According to a Finance Ministry source, the first condition for promoting Secretary Ghimire to the post of Secretary was to grant permission for the new stock exchange. According to the decision of the Council of Ministers on Poush 5, Ram Prasad Ghimire was transferred less than a month after writing a letter to the Securities and Exchange Board of Nepal.
In Poush 2079, Ram Prasad Ghimire came to the Ministry of Finance from the Commission for the Investigation of Abuse of Authority, replacing the then Rajiv Secretary Rameshwor Dangal. Although Secretary Ghimire was brought to the ministry by Finance Minister Bishnu Prasad Poudel, he had also worked with former Finance Minister Prakash Sharan Mahat and former Finance Minister Barshaman Punka.
He had become an easy target for ministers without taking any stand to protect the secretary post. The amendment of Section 57 of the Income Tax Act 2058 in the Finance Act 2081 had become very controversial. Secretary Ghimire, who suggested changing Section 57 on Jestha 14, had gone to the House of Representatives on Asad 16 to amend it, saying that the change in Section 57 was wrong.
Similarly, he had extended the tax return submission date from the Economic Act to Falgun Mashant in order to give billions in revenue exemption to some companies, including Gorkha Brewery. Similarly, Secretary Ghimire, who had imposed Value Added Tax (VAT) on potatoes and onions from one Economic Act, had removed VAT from another Economic Act.
Similarly, he had imposed a 10 percent advance income tax at the customs point itself, forcing businessmen to take 40 percent profit contrary to the law. But the Ministry of Finance has corrected that mistake.
While presenting the annual review in Parliament, Finance Minister Poudel had made a speech calling the current year’s budget a burden on Parliament. The secretaries of the budget preparation team, Ram Prasad Ghimire and Dhaniram Sharma, are working in the current Finance Minister’s team. After the minister’s speech, Finance Secretary Ghimire came under pressure.
