Jumla. The work on the ‘Karnali High Altitude Training Center’, which was supposed to be built at Lauthchaur in Patarasi Rural Municipality-3 of Jumla, has not yet progressed.
The construction has been stopped due to the lack of land transfer in the name of the training center. Patarasi Rural Municipality Chairman Purna Singh Bohora informed that construction has not progressed due to a dispute over whether to build a high altitude training center on the land in the name of the school or elsewhere.
The rural municipality chairman Bohora said that a decision will be taken on the land dispute at an all-party meeting at the District Administration Office and the training construction work will proceed after resolving the land dispute soon.
A high altitude training center can be built on the land remaining after leaving the school land. Rural Municipality Vice-Chairman Janamaya Rokaya said that the government is trying to prevent the budget allocated by the government from being utilized properly by showing land disputes.
Rural Municipality Vice-Chairman Rokaya said that the training center aims to develop Lauthchaur, located in Patarasi Rural Municipality, which grows rice at the highest altitude in the world, as a sports city.
Around Rs. 30 million has been spent by the government in various phases on the construction of the training center. Ward Chairman Govinda Rawat informed that the process of land acquisition has been initiated as the locals of ward no. 3 of the municipality have committed to donating the land required for the training center free of cost.
A budget of Rs. 62 million has been allocated in the current fiscal year 2081/82. 40 million has been allocated in the Local Infrastructure Development Project Surkhet and 22.93 million has been allocated in the Urban Development and Building Construction Project Office Jumla for the training center, informed Chandra Bahadur Khadka, the project’s information officer.
The budget should be spent within this fiscal year. Khadka, Information Officer of the Urban Development and Building Construction Project, Jumla, said that the work of the High Altitude Training Center has been stopped due to the lack of land approval.
The District Sports Development Committee, Jumla, has prepared the DPR of the High Altitude Ground with a budget of Rs 320 million and 300 thousand. The DPR was prepared by Chimara Engineering Consultancy with a budget of Rs 1 million.
On Poush 3, 2074 BS, the then Secretary of the Ministry of Youth and Sports, Mahesh Dahal, monitored the necessary standards and geography for the construction of the ground.
After this, the construction of the stadium was started on the school land and the land of the locals. A budget of around Rs 30 million has been spent on leveling the field.
The DPR states that more than two dozen sports fields, including volleyball, football, karate, boxing, taekwondo, basketball, and athletics, will be constructed at the high-altitude field. Similarly, it is said that a swimming pool, gender-friendly hostels, security guards, guesthouses, and ticket counters will also be built.
After the construction of the structure, not only will training take place here, but special hospitality including observation of the high Himalayan region, pure air, and organic food will also be available.
Promotion of sports tourism: Chhumchaur Jyula, the highest place in the world where Kalimarsi rice is grown, the most expensive herb Yarsagumba, the view of the Patarasi Himalayas, and the attraction of the Tilanadi River will also make this training center a major destination for domestic and foreign players.
