Kathmandu: A complaint has been filed with the Commission for the Investigation of Abuse of Authority (CIAA) alleging that the experience documents of Nepal Telecommunication Authority Chairman Bhupendra Bhandari are fake. A complaint was filed against Chairman Bhandari today (Thursday) by a group of civil society activists working on good governance.
The experience document submitted by Chairman Bhandari when making the appointment states that he worked as the Chief Executive Officer (CEO) of a foreign company while working in a Nepali company.
The complaint states that Bhandari’s document is also suspicious because he presented experience working in a Nepali company and a Burundian company at the same time.
The complaint states, ‘In the document submitted by Bhandari to the Ministry of Communications and Information Technology, the then Spice Nepal, Mero Mobile (now Ncell) in Nepal until January 20, 2008, He has worked as a Deputy Chief Finance Officer.
Similarly, in another document he submitted, it is seen that he worked as the Chief Executive Officer at LaSalle SU in Burundi from 1 January 2008 to 11 January 2016. That is, from 1 January 2008 to 20 January 2008, he worked as the Deputy Chief Finance Officer at the then Spice Nepal, Mero Mobile in Kathmandu, the capital of Nepal, and at the same time, he has submitted an experience document stating that he worked as the Chief Executive Officer at LaSalle SU in Bujumbura, the African country of Burundi.
Similarly, it is mentioned that Bhandari was not working at Spice Nepal in Nepal at that time, or was not the CEO at LaSalle SU in Burundi. Bhandari, who was an advisor to the then Minister of Communications and Information Technology Rekha Sharma, was appointed as the chairman of the NEA while he was still the minister’s advisor.
At the same time, questions of ethics were raised against him and Chairman Bhandari, saying that Minister Sharma had appointed his own advisor as the chairman of the NEA. The complaint letter submitted by the civil society working group on good governance states that Minister Sharma and Chairman Bhandari were appointed with complete disregard for this ethical question.
‘In the experience document submitted by Chairman Bhandari, it is not clear whether he worked at Spice Nepal and Mero Mobile in Nepal from January 1 to 20, 2008 or at LaSalle SU in Burundi. Since the Commission for the Investigation of Abuse of Authority is the body responsible for investigating this, we draw the attention of this body.’ The complaint states.
The complaint also states that the then Spice Nepal and Mero Mobile are now Ncell, and the LaSalle SU company in Burundi was closed in 2022 due to failure to pay government dues. .
Since President Bhandari was appointed by presenting his experience working in a closed company in Burundi, the president, who was appointed by betraying the state, has not been able to do anything for the benefit of the organization since he joined the organization. Therefore, since betraying the state regarding the documents submitted by President Bhandari is a serious crime, the working group on good governance on behalf of civil society has demanded an immediate investigation and even bringing him to justice.
