Commission files case against corruption, collusion in advertisements

Kathmandu. The Commission for the Investigation of Abuse of Authority (CIAA) has filed a case against the then Chief Administrative Officer and the directors of various advertising agencies on charges of irregularities in the publication of advertisements for various construction contracts of Tilathi Koiladi rural municipality.

In the fiscal year 2079/80 BS, the notice of the invitation of four different bids and the intention to purchase was to be published in the national level daily newspaper as per the Public Procurement Act.

It has been found that only one copy of the notice intended to approve the bid was published without publishing it publicly with the intention of hiding the notice inviting bids. The commission has demanded Rs 316,400 against the then Chief Administrative Officer surendra Kumar Yadav, joint accountant Shatrohan Das, Times Republic Media founder Bhushan Kumar Singh, Dutch media director Rabi Aryal and Krishna Bahadur Karki of Prabhav Daily.

According to the Commission, the Press Council Nepal has not published the notice of the tender as per the letter dated April 15, 2019. It has been observed that the information about the purchase has not been published in the public domain for distribution purposes.

According to the Commission, no information has been published even in the PDF records of the newspaper management system. The commission has alleged that only one copy of the notice inviting bids was published in the Solar Daily, not even mentioned in the details submitted to the Press Council and was not found in the PDF.

According to the Commission, it has been found that one copy each has not been distributed in the public domain. Nhrc spokesperson Rajendra Kumar Poudel said a case was filed at the Special Court on Tuesday demanding imprisonment and recovery of damages against the five persons.
