Kathmandu. Various civil servants’ organisations have staged a sit-in at the Ministry of Federal Affairs and General Administration.
They staged a sit-in at the main gate of the Ministry from 10 am to 12 noon on Monday, expressing dissatisfaction over some provisions of the Federal Civil Service Bill, which has already been passed by the State Affairs and Good Governance Committee.
They have objected to the bill with an 11-point demand led by the Trade Union Network. Uttam Katwal, acting president of Nepal Civil Servants Union, said that the state was indifferent to addressing the demands put forth by the trade union network.
He claimed that the demands of the employees should be addressed and it would not put financial burden on the state.
Stating that the government was also indifferent to the definition of federal, provincial and local levels, he demanded that the civil service should be opened at the level of nasu for technical posts and the tenure of additional secretary should be fixed.
He also complained that the state was insulting the lower-level employees.
“The State Affairs and Good Governance Committee has naturally shown that the state is indifferent to the issues raised by the trade union network and not addressed, especially on growth and development issues,” he said. The demands of growth and development should be addressed without burdening the state financially. We have also submitted data to the government that it will not have any financial burden. ‘
“The government is also indifferent to the definition of federal, provincial and local levels. The government is also indifferent to the cap of additional secretaries. We have said that the civil service should be opened at the level of nasu in the technical post and this issue should also be included. However, it is not included. Non-grade employees have been kept for 20 years, they should be kept for three years. The state should not insult small-scale employees so much,” he said.
He has threatened to launch a strong agitation from tomorrow if the state does not address their 11-point demands. However, the bill is scheduled to be tabled in the House of Representatives on Tuesday.
