Call to change the nature of the teachers’ movement

Kathmandu. The National Campaign for Children’s Peace Zone (CJP) has urged teachers and school staff to change the nature of the movement by being aware of the rights of students. The Nepal Teachers’ Federation, which has been on a street protest centered in Kathmandu since March 20, has affected the community school admission campaign, SEE answer sheet testing, and grade 12 exams.

‘Your legitimate demands must be met. We have said the same thing, but change the nature even if the movement continues.’, said CJP General Secretary Tilottam Poudel, ‘Find necessary alternatives to stop the basic education admission campaign, publication of results of the remaining students, and grade 12 exams. Be more aware of the rights of children.’ Article 31 of the Constitution of Nepal ensures that every citizen receives basic education. According to the National Census 2078, 34.84 percent of the country is children.

Prime Minister KP Sharma Oli and Speaker of the House of Representatives Devraj Ghimire met separately with officials of the Nepal Teachers’ Federation on Baisakh 5 and discussed the ongoing teachers’ agitation and options for resolving the problem. In the context of the exit, the Ministry of Education, Science and Technology is preparing to submit a proposal to the Council of Ministers on the demands that can be met immediately, but the resignation of Education Minister Bidya Bhattarai has created confusion.

The Federation has been agitating for the early passage of the School Education Bill, 2081, based on the previous agreement. The meeting of the Council of Ministers on April 20 had decided to convene a session of the Federal Parliament for the purpose of passing the School Education Bill, which is under consideration in the Federal Parliament, as soon as possible, and to provide necessary coordination and facilitation to pass the bill on behalf of the government, and to call a Federal Parliament meeting at 1 pm on Friday, April 12. Legislative initiatives are being taken to present the bill, which is under consideration in the parliamentary committee, in the Parliament meeting by the third week of April.

The same meeting of the Council of Ministers had called on teachers to return to school by calling off the agitation, focusing on the school admission campaign, SEE answer sheet review, and grade 12 exams, as the dialogue is ongoing to appropriately address the demands raised by the Federation and the government is sensitive and serious about further dialogue.
