‘Budget should not be prepared just to set the table for Parliament’ – Vinod Chaudhary

Kathmandu. Nepali Congress MP Binod Chaudhary has suggested that only work that can be done should be included in the upcoming budget. Speaking to media persons on the premises of the Parliament building, MP Chaudhary stressed that lessons should be learned from the shortcomings of the past and only work that can be done in the future should be included.

He stressed that every time the budget comes, the old programs are kept but nothing can be done. MP Chaudhary said that the budget should be brought in a way that does what it says and clarified that it should be brought in a way that is 100 percent implemented rather than bringing a budget for light and cheap popularity.

He emphasized that instead of including everything presented in the policies and programs in the budget, one should select and make a budget that suits one’s capabilities. He suggested that the government focus on selected areas rather than covering all the programs included in the policy and program.

He said, “Now, this budget should include only what can be done and a budget according to the spending capacity. So far, only 19 percent of the budget has been spent on development. Our declining revenue, except for hydropower, has not made any new investment in any sector. Trade is shrinking. Demand is shrinking. The manufacturing sector, which provides employment, has fallen below five percent. While it is above 20 percent in South Asian countries India, Sri Lanka, and Bangladesh. Instead of announcing new projects to set the table after the budget in parliament, the projects that have already been announced should be completed. Because multi-year projects that cost Rs. 500 million There is no justification for giving one crore rupees for what is needed. Another thing is that the MP should be made responsible. It should be empowered. An elected MP, whether it is a federal, provincial or local representative, has no official role in his/her area. Those who cannot even monitor, come if called for formalities. Because he/she is the elected representative there, but he/she does not have that right. He/she should have placed development missionaries of the relevant projects there and monitored them, reported to the government, and added the missing budget. There is no monitoring or data on how many people have become self-employed due to the self-employment campaign that has been introduced in various forms since the time of Dr. Baburam Bhattarai. Today, every branch of the National Bank, commercial bank, and development bank should create jobs, but that has not happened. We cannot compete with India and China in the productive sector. Our production in the agricultural sector is decreasing because there are no people to till the land. On top of that, our costs are increasing by 30 percent. Therefore, we have come to a situation where we have to import all the goods from outside and consume them. Therefore, complete the unfinished projects. By making the MPs responsible, small things scattered in their areas can bring about a big change.”

He emphasized that only possible work should be included in the budget as there is no point in including small things in the budget.
