Kathmandu. I have heard a lot of discussion regarding the Securities and Exchange Board of Nepal. Former Prime Minister Pushpa Kamal Dahal ‘Prachanda’ and former Finance Minister Barshaman Pun are discussing this issue. I want to ask them. I want to ask questions. Why did the process have to be started? Why did it have to be stopped in the middle? There is no need to answer this? What I have done is that I have only completed the process that happened yesterday.
He published the notice. He invited the candidates. He proceeded with the selection process. While proceeding with the process, he did not have to choose which character he liked. If the person was the one who was supposed to be there, then he stopped in the middle. Then he stopped in the middle. The process that he started in the middle, the process that he stopped, I only proceeded with the process. It was only after the court said not to stop the process and proceed. That is why he started in the middle and he stopped it. Whose influence prevented it, can’t you ask questions like this?
It would be wrong to move forward with that process, Mr. Speaker.
Similarly, the new stock exchange should also move forward with the process. The selection process should be moved forward. The companies that have been selected have come forward. Why did they come to that level? Why did they have to stop in the middle? For what need did they have to stop? In the context of the Securities and Exchange Board of Nepal, the law works in a consistent manner. Yesterday, they formed a study group from the Council of Ministers. The study committee has given a report. We have initiated the process to implement the report.
There is no need to make any ‘high sound’ regarding the Securities and Exchange Board of Nepal. The government will move forward based on the need and justification, based on the law. It will not move forward under any pressure. The board itself is an autonomous body like the Nepal Rastra Bank. It will work in accordance with the law. No new process has been started. They are trying to create confusion regarding the new stock. Their allegations are baseless.
The budget is the burden of the parliament. I could have brought a supplementary budget as an alternative to this budget. Instead of the supplementary budget, I started implementing this budget. My good friend Barshaman Pun decided to move forward by correcting the weaknesses of the budget brought.
The Council of Ministers decided not to allocate a budget smaller than 30 million. But this decision has been put in the dustbin and an allocation of 75 thousand rupees has been made. The budget has been made without considering the source. Former Finance Minister Barshaman Pun thought that he would thank me. But he found himself criticized.
The shoulders of the honorable members will hurt when carrying the red book. I have decided to adopt the path of reform through the mid-term review. I see and hear opposition to the ordinance. The ordinance will be brought when the parliament is not in session. No meeting has been held on this. It is nothing more than a matter of frustration for the opposition. The former Prime Minister has called the middleman and the vested interest group. He has spoken about the issues of his time. He is not talking about his own tenure. No evidence needs to be presented. The House is not a place to vent frustration.
I want to challenge him to confirm. I want to say with a claim that he will have to apologize. Where did he take the economy and leave it?
