Kathmandu. Deputy Mayor of Kathmandu Metropolitan City Sunita Dangol has said that the local levels are still dependent on the federal government. Speaking at a programme organized in Kathmandu in the context of the upcoming fiscal year 2082/83 BS from the perspective of federalism, she said that most of the local level budget is dependent on the grants provided by the federal government.
She also admitted that the capacity of the local governments could not be increased. According to him, the Local Government Act, 2074 BS has empowered the micro domestic and small industries management from license, registration renewal to cancellation. However, the local government has not been able to fully utilize these rights, said Deputy Mayor Dangol.
Deputy Mayor Dangol said, “Most of the local government’s budget is made from grants from the federal government. Even now, more than 80 percent of the budget depends on the federal government’s grants. The issue of raising resources from its own revenue is still weak in many municipalities. The Constitution of Nepal has single-handedly given the tax to the local level. But the federal government is taking institutional taxes as income tax. As a result, the sources of revenue at the local level are being affected. ’
She accused the federal government of bringing a policy to curtail the authority of the local level even though school level education has been given as the sole right of the local level.
