Kavrepalanchok. 12 of the 13 local levels here have brought the policy and program and budget for the upcoming fiscal year 2082/83 within the stipulated time. Panauti Municipality, on the other hand, could not bring the policy and program and budget within the stipulated time of Asad 10, as per the provisions of the Local Level Operation Act.
The municipal assembly, which started on Asad 9, has been postponed due to the lack of equalization numbers in Panauti. The budget session, which started about five hours later than the scheduled time on Monday, was adjourned by Mayor Ram Sharan Bhandari immediately after the national anthem. The meeting was announced to be postponed after the absence of Deputy Mayor Geeta Banjara, Ward Chairman of Ward No. 7 and municipal assembly members. Bhandari said that even though all the procedures and procedures were completed through the executive, the meeting was forced to be postponed due to his absence at the last minute.
Banjara said that he did not participate in the meeting because the budget of about Rs 50 million was added contrary to the agreement reached in the executive. In the total 62-member municipal assembly, there are 21 members from the Nepali Congress, including the mayor and the ward chairperson of ward no. 4, and one ward chairperson from the CPN (Unified Socialist). Forty people, including the deputy mayor, have been elected from UML.
Dhulikhel Municipality presented a budget of Rs 1.184850 billion on Asad 5 itself, Banepa Municipality presented a budget of Rs 1.246513286 billion on Asad 6, Namobuddha Municipality presented a budget of Rs 807323160 billion on Asad 9, and Mahabharat Rural Municipality presented a budget of Rs 6011101 billion on Asad 7.
On Tuesday, eight local levels, including two municipalities and six rural municipalities, presented budgets along with policies and programs on the same day. Panchkhal Municipality presented a budget of Rs 825,184,802 and Mandandeupur Municipality presented a budget of Rs 1,100,754,559.
Similarly, Roshi Rural Municipality has proposed a budget of Rs 724,370, Bethanchowk has proposed a budget of Rs 647,350, Bhumlu has proposed a budget of Rs 629,139,000 and Chaurideurali has proposed a budget of Rs 695,050,000 for the upcoming fiscal year.
Similarly, Temal Rural Municipality has proposed a budget of Rs 531,164,640 and Khanikhola has proposed a budget of Rs 522,332,353. Local levels in districts with weak domestic income have stated that they have prepared their budgets based on federal supplementary and special grants.
Some levels have included new programs. Namobuddha Municipality has proposed to take necessary initiatives to list the Namobuddha Temple complex on the World Heritage List and to provide Rs. 5,000 per month for medical treatment expenses for kidney transplant recipients, dialysis patients, cancer patients, and spinal cord paralysis patients. Banepa has proposed to start cooperative reforms and run night-time businesses. Khanikhola has proposed to provide ‘flags and eggs’ to pregnant women. Roshi has proposed to provide monthly allowance to single men.
