Kathmandu. Minister for Land Management, Cooperatives and Poverty Alleviation Balram Adhikari has said that the government is committed to ensuring the right to housing of all citizens.
Responding to the queries raised in today’s meeting of the National Assembly, Minister Adhikari said the government was working in various ways to end dual ownership of the role, solve the problems of guthi victims and provide housing facilities to the landless and slum dwellers.
According to him, work is underway to end the dual ownership of the role by mid-July 2083. However, land beyond the limit has been registered in various pseudonyms and dual ownership has not been ended without the land owner, the official said.
Minister Adhikari said that the process to amend the Land Act has been forwarded. Similarly, the Land Problem Resolution Commission is currently working in all the districts to guarantee the right to housing to the landless, Dalits and slum dwellers and some legal problems are seen, he said. There are some legal hurdles.
There are plenty of places where the settlement was settled before the start of the survey in 2021 BS but the land could not come in their name. Similarly, “There is no situation to relocate the settlements living along the highway. There is a barrier to giving land by law. It has to be removed,” said Minister Adhikari. He said that the constitution has guaranteed that all citizens have the right to housing and the government is making efforts to implement it.
Similarly, preparations are underway to take the land occupied by the old Birtawala to the Council of Ministers by making rules related to Birta so that the concerned farmers can get it, he added.
Minister Adhikari also informed the Parliament that a draft has been prepared and sent to the Ministry of Law to bring guthi bill to solve the problems of various Guthi affected farmers including Swargadwari Guthi and to ensure the rights of Mohi.
