Kathmandu. President of the State Affairs and Good Governance Committee, Ramhari Khatiwada, has called for an investigation into the manipulation in the cooling period.

He made the demand while talking to media persons at Singha Durbar on Tuesday. He also said that he had requested for an inquiry against Speaker Devraj Ghimire.

According to him, the committee has decided not to make any constitutional or government appointment without completing two years from the date of retirement of civil servants or other government employees who have resigned from government or other government service.

“This is a serious and big attack on Parliament,” he said. He said that such a big mistake would not be made anywhere in making the law and he demanded an investigation into it.

“The main point we mentioned was Section 4, about the famous cooling period of the civil servants. We mentioned that employees who have resigned from civil servants or other government services or have retired will not get any constitutional or government appointment without completing a period of two years from the date of retirement. That was the essence. We found that a clause was added below it and went to the House later. Those whose fault has caused this should be brought to justice. Today, we had also invited friends from the Ministry of Law and General Administration. They were not present. This is a serious and big attack on Parliament. There is no such big mistake in making laws. It should be investigated. If I am on my own, then investigate. This should be investigated. If I am found guilty, I will also be brought to justice. We have decided not to hold today’s meeting. ”

According to the bill registered by the government in the Parliament in March 2080, “No post other than constitutional, diplomatic appointment or any other appointment made by the government should not work for two years from the date of retirement without prior approval of the Government of Nepal”.

This provision did not hinder constitutional and political appointments. The purpose was to require the approval of the government only to take appointment in private and non-governmental organizations other than the government. Questions have been raised as the bill passed by the committee does not include the word ‘constitutional or diplomatic appointments other than any other appointment to be made by the Government of Nepal’.
