This program, run with the financial support of the World Bank, is providing grants with the aim of motivating farmers to engage in commercial agriculture and production-oriented work, said Surendra Yadav, head of the office.

The office has selected farmer groups from all eight districts of the province. According to Santosh Prakash, the office’s information officer, more than 5,000 farmers are affiliated with those farmer groups.

The office has stated that the grant amount will be given based on the number of selected groups and farmers affiliated with them and the nature of the proposal.

The highest grant of Rs 550 million will be given in Rautahat, Rs 40 million in Siraha, Rs 31 million in Saptari, Rs 26 million in Mahottari, Rs 23 million in Dhanusha, Rs 16 million in Sarlahi, Rs 14 million in Bara and the lowest of Rs 70 million in Parsa.

In the proposals brought by the groups, there is a provision that the concerned group should invest 55 percent of the total cost and the office should invest 45 percent. The program is being implemented in 84 local levels within the province, which are connected by the East-West and Postal Highways.

The main objective of the project is to develop rural enterprises by promoting market relations between small producers and farmers involved in the agricultural value chain and creating a supportive environment for entrepreneurship development.

The office has defined the grants given to farmer groups as innovation grants. The office believes that the payment process will proceed only after the selected groups, organizations and beneficiaries affiliated with cooperatives submit progress reports, and the expected results will be achieved.

There is a provision that the grant will be given in four installments and the farmers must show the results of the work since the progress report before that is mandatory.

The selected farmer groups have submitted proposals for poultry farming, seed production, buffalo farming, dairy farming, goat farming, fish farming and pig farming. Of these, cooperatives and commodity organizations have already received the first phase of payment and started work, according to the office.
