Kathmandu. As the current fiscal year 2081/82 is coming to an end, not even half of the development budget has been spent. According to the Office of the Controller General of Accounts under the Ministry of Finance, only Rs 164 billion has been spent in the current fiscal year against the budget of Rs 352 billion.
This expenditure is 46.59 percent of the budget. This is weaker than last year in 2080/81, according to government data. According to the Auditor General, the government had presented a capital budget of Rs 302 billion in the last fiscal year. The government had spent 48.57 per cent of the capital budget till June 30 last year.
According to the data, the pace of development is still slow despite the two-thirds government of the Nepali Congress and the CPN-UML in the country. Rather than on development expenditure, the fact shows that the government has spent a large amount of money so far in the current fiscal year on the payment of liabilities, including interest on loans.
According to the Auditor General, rs 367 billion was allocated for debt management in the current fiscal year. The government has so far spent Rs 311 billion out of the allocated budget, including the principal interest on the loan. That is, about 86 percent of the budget allocated for this title has been spent.
If we look at the overall implementation of the budget for the current fiscal year, about 75 percent of the total budget has been spent. A budget of Rs 1,860 billion was brought for this fiscal year, but the then Finance Minister Barshaman Pun had reduced the budget brought by the then Finance Minister Barshaman Pun by about Rs 200 billion through mid-term review.
More current expenditure has been incurred in the current budget. Of the Rs 1,140 billion allocated for this head, about 82 per cent has been spent so far. The current budget is mainly spent on administrative works such as salaries, allowances and office operations of employees rather than development works. Every year, such expenses are increasing drastically.
