Kavrepalanchowk. The local level has increased its activity in the mitigation of monsoon-related disasters. Especially the high-risk local levels have been engaged in the management of preparedness after holding discussions with the stakeholders.
The district-level disaster management committee and the local disaster management committee have been active in the search, rescue and relief work to reduce the risk this year after the floods and landslides caused by incessant rains in Roshi rural municipality from October 10 to 27 last year.
“Roads, private houses, public buildings, hospitals, industrial villages and other structures are yet to be constructed,” said Dinesh Lama, chairperson of the rural municipality and chairman of the local disaster management committee. A total of 13 people lost their lives in floods and landslides in the rural municipality last year. At present, inter-municipality coordination and disaster assistance cell have also been set up in the rural municipality for disaster management.
Chief District Officer Umesh Kumar Dhakal, who is also the coordinator of the District Disaster Management Committee, said that discussions and interactions have been initiated at all local levels to prepare the monsoon preparedness action plan with the suggestions and participation of all.
Stating that the local levels including Roshi, Namobuddha and Bethanchowk may be more affected by the monsoon-related disasters due to past experience and geographical location, he said that the necessary food storage, rescue materials, helipad and access roads including highways should not be obstructed. “There is a need to prepare infrastructure as air rescue is not possible in some places of the district,” he said.
The District Disaster Management Committee is interacting with the local levels regarding monsoon preparedness and disaster response plan. So far, such programs have been organized in Namobuddha Nagar and Roshi and Temal rural municipalities of the district, while the remaining 10 local levels will be carried out gradually.
District Committee Coordinator and CDO Dhakal, Assistant Chief District Officer Sudarshan Shrestha, Chief Of District Police Office Superintendent of Police Komal Shah, Ganapati of Armed Police Force Nepal No. 15 Battalion Headquarters, Chief of National Non-Investigation District Office, Ganapati of Shreemehar Battalion Dhulikhel of Nepal Army and Officers of District Administration Office are participating in the interactive campaign team.
The district-based security agencies have been requesting the local levels to cooperate in managing the resources to mobilize the human resources they have. As many as 78 people were killed and six others went missing in Kavrepalanchowk due to floods and landslides triggered by incessant rains on October 11 and 12 last year.
At least 75 people were injured in the incident. The highest number of 17 people died in panauti municipality. Among the 13 local levels of Kavrepalanchowk, there was no loss of human life in Panchkhal, Khanikhola and Mahabharata.
Kavrepalanchowk has suffered a large number of human casualties due to floods and landslides compared to other districts. The death toll was 31.56 per cent of the total deaths across the country. Thirty-three women, 29 men, nine boys and seven girls were killed in floods and landslides in the district. Of these, 21 were students.
