Kathmandu. The Legislative Management Committee under the National Assembly has discussed the bill to amend and consolidate the laws related to trade.
Committee Chairperson Tulsa Kumari Dahal informed that the discussion on the bill has been concluded today and a report will be prepared and sent to the National Assembly as soon as possible. The amendment proposals included in the bill were discussed in today’s meeting. Five single and joint amendment proposals have been submitted to the bill in the National Assembly. Dr. Beduram Bhusal, Gomadevi Timalsina, Ghanashyam Rijal, Jayantidevi Rai, Madankumari Shah (Garima), Rajendralaxmi Gaire and Savitri Malla have jointly registered the amendment.
Similarly, Suresh Kumar Ale Magar, Gopi Bahadur Sarki Achhami, Jag Prasad Sharma, Taraman Swar, Maya Prasad Sharma, Bishnu Bahadur Bishwakarma and Shree Krishna Prasad Adhikari have also jointly registered the amendment. National Assembly members Bhagwati Neupane, Gopal Bhattarai, Rukmini Koirala and Sumitra BC and Padam Bahadur Pariyar and Bishnukumari Sapkota and Dr. Anjan Shakya have proposed amendments to the bill.
The government has brought this bill stating that it is necessary to amend the Customs Act to make the customs clearance process more technology-friendly and easier and to be in line with the Kyoto Convention, to which Nepal is a party. Nepal is a party to the revised Kyoto Convention Agreement and the Trade Facilitation Agreement of the World Trade Organization. According to these agreements, among the provisions of the revised Kyoto Protocol, it is mentioned that the general provisions should be implemented within three years of becoming a member and the transitional standards within five years.
Similarly, the government has brought this bill stating that it is necessary to address the provisions related to customs through the Customs Act and Rules for trade facilitation.
