Kathmandu. Both houses of the federal parliament are meeting. The meeting of the House of Representatives will be held at 1 pm today at the Federal Parliament Building, New Baneshwor.
The agenda for passing the Civil Service Bill has been set in today’s meeting. There were complaints that complications were arising in the implementation of administrative federalism even though the country has moved to a federal structure.
Although the agenda for passing the bill was set in the meeting of the House of Representatives on Ashar 3, it was stopped at the last minute. According to the agenda scheduled for today, Minister for Federal Affairs and General Administration Rajkumar Gupta will present a proposal to ‘discuss the Federal Civil Service Bill, 2080 along with the report of the State Management and Good Governance Committee’.
The bill will be passed after the lawmakers express their views on it. The House of Representatives will pass the bill and send it to the National Assembly. After the National Assembly passes it and sends it back to the House of Representatives, the Speaker will certify it.
The Speaker will certify it and submit it to the President and it will come into effect after certification. Similarly, a meeting of the National Assembly is also being held today. In the meeting to be held at 12:15 PM, there is a possible agenda to discuss the appropriation titles of 14 ministries among the various titles of the Appropriation Bill, 2082 in a grouped manner.
