Kathmandu. Deputy Prime Minister and Finance Minister Bishnu Prasad Poudel has said that customs management is challenging due to open borders. He said this while speaking at a meeting of the Legislative Management Committee under the National Assembly held at Singha Durbar on Wednesday to discuss the Customs Bill, 2080, clause-wise.
He said that ensuring that all transactions are conducted only through customs points is a challenge due to the landlocked border on one side and open borders on the other. He said that there is a need for structural reforms along with legal provisions to prevent illegal imports and exports.
He said that he had to be able to assure that any goods can be exported and imported only through customs points. He also stressed that they have to really get out of the midst of this challenge.
He said, ‘We are in an open border. The border is open on all sides. On one hand, we are landlocked, on the other hand, our border is open. In such a situation, the challenge before us is how to ensure that all transactions are done only through the customs point. For this, legal arrangements and structural arrangements must be made. There is a need to pay attention to both things. We have to be able to assure that any transaction is done only through the customs point, that the export and import of goods does not take place from anywhere else. We have to really get ourselves out of the middle of a big challenge.’
He said that problems of leakage arise due to the inability to assure that imports and exports are only through customs points, and stressed the need to pay attention to that.
