Kathmandu’s budget was stopped while 5 metropolitan cities presented their budgets.

Kathmandu. As per the constitutional provisions, the federal government presents the budget on 15th Jestha every year. Similarly, the provincial government has a provision to present the budget on 1st Asad and the local government on 10th Asad.

The Local Government Operation Act and the Intergovernmental Financial Management Act stipulate that the budget for the upcoming fiscal year must be presented by 10th Asad of every year. As per the same provision, most local levels have submitted the annual budget for the upcoming fiscal year on Tuesday. Some had presented the budget before the scheduled date.

Some local levels have been stalled due to internal disputes, while others have cited technical reasons. Out of the six metropolitan cities, Kathmandu Metropolitan City could not present its budget on time.

While Biratnagar, Birgunj, Lalitpur, Bharatpur and Pokhara Metropolitan Cities have presented their budgets, Kathmandu Metropolitan City, the federal capital, could not present it within the deadline due to internal disputes. There is general interest in the budget of Kathmandu Metropolitan City, which uses a larger budget than some ministries of the federal government.

The Kathmandu Metropolitan City Council has not been able to meet for a long time. No official statement has been made public by the metropolitan city regarding the failure to meet the city council and the failure to present the budget. It is believed that there is some misunderstanding between the Chief Administrative Officer sent by the federal government and Mayor Balendra Sah.

There has been no discussion among the relevant officials regarding the policies and programs and budget of the metropolitan city. Similarly, policies and programs have not been presented at some other local levels in the country.
