Kathmandu. In today’s meeting of the House of Representatives, lawmaker Lekhnath Dahal has urged the government to bring the federal civil service bill into process immediately. Taking part in the discussion on the appropriation of various ministries, he questioned why the bill which has already been included in the agenda has been stalled. Lawmaker Dahal stressed the need for early initiatives to select, implement and solve the problems in the Public Procurement Act.
He objected to the complete reduction in his constituency without allocating budget for the projects under implementation in the current fiscal year. He said that the trend of allocating budget only in the constituency of those with access should be stopped.
Lawmaker Dr Prakash Sharan Mahat said the finance minister had earlier made a commitment in the House that the federal government would not implement projects below Rs 30 million. Stating that the budget would be scattered and the desired achievements could not be achieved, he said there was chaos in the budget of the provinces and the federal government was also not untouched.
Lawmaker Rajendra Kumar KC said the ministerial and sector-oriented budget would not make the country prosperous. He opined that the budget should be presented keeping in mind the development of the entire country, but it could not be done.
Purna Bahadur Tamang said he would not put forth his views as the Minister for Physical Infrastructure and Transport was not present in the House. Earlier, Chief Whip of The Communist Party of Nepal (Maoist Centre), Hitraj Pandey, expressed his displeasure over the minister not participating in the discussion on the Appropriation Bill.
Speaker Devraj Ghimire adjourned the house for 15 minutes. In the meeting, which resumed after Physical Minister Dahal was present, Lawmaker Tamang complained that the government was not paying attention to the reconstruction of BP Highway. He objected to the discrimination in budget allocation to Ramechhap, the birth district of communist party’s founding general secretary Pushpalal Shrestha.
Lawmakers Prabhu Hazara, Ranendra Baraili, Tsering Domdul Lama Bhote and Kaluram Rai commented that the allocation of the ministry was not balanced and equitable.
