Hetauda. Bagmati Province government has presented a budget of Rs 67.47 billion for the upcoming fiscal year 2082/83 BS. Minister for Economic Affairs and Planning of Bagmati Province Kundan Raj Kafle presented the budget in the state assembly meeting on Sunday.
The province government has allocated Rs 26.44 billion (38.6 per cent) for the current fiscal year and Rs 41.43 billion (61.4 per cent) for capital expenditure. The state government has estimated Rs 28.78 billion from tax revenue and Rs 6.79 billion from other sources to meet the expenditure of the budget programme.
It is estimated that rs 41.81 billion will be spent from the financial transfer received from the federal government, Rs 16.98 billion from savings and miscellaneous receipts of the consolidated fund.
14.15 billion to local levels
The Bagmati province government is to hand over Rs 14.15 billion to the local levels in the next fiscal year. According to the budget statement, the state government will hand over equalization grant of Rs 1.66 billion for the local levels in the coming year.
Rs 3.43 billion will be provided as conditional grant, Rs 2.79 billion as supplementary grant and Rs 763 million as special grant. The state government is expected to hand over Rs 5.5 billion in the next fiscal year.
Minister for Economic Affairs and Planning Kafle, while presenting the budget in the State Assembly, said that significant funds have been allocated for the Ministry of Agriculture and Livestock Development and Culture and Tourism. According to him, the government has given priority to modernization and commercialization of agriculture sector and development of tourism infrastructure.
The Ministry of Agriculture and Livestock Development has been allocated Rs 2.63 billion. Market and Infrastructure: Agricultural produce market center and modern slaughterhouse will be constructed under public-private-partnership (PPP) model.
Pesticide residue rapid analysis laboratories will be set up at 16 local levels for food hygiene. Production and Processing: The ‘One District, One Agricultural Product’ pocket area program will be taken forward. According to the budget, kiwi processing centers will be set up in Golbhenda and Dolakha in Chitwan.
The state government’s program of providing subsidy per liter of milk based on production will be continued. In addition, concessional loans will be provided to the farmers in partnership with the Deposit and Credit Protection Fund.
A budget has been allocated for the operation of milk products manufacturing factory in Hetauda and cold storage at various places. A budget of Rs 3.67 billion has been allocated for the Ministry of Culture and Tourism.
Dangdunge Hill of Dolakha will be developed as a film city for the film city. Among the tourism infrastructures, new tourism infrastructures like ‘Helambu Great Trail’, ‘Kispang Nau Ghaderi Tourism’, and ‘Sailung Mini Great Wall’ will be constructed. The Political Revolution Museum will be established in Gokarneshwor. Identification of trekking routes: New trekking routes like Makawanpurgadhi-Sindhuligadhi, Kaligandaki-Kalinchowk, Gaurighat-Gosainkunda, and Ranipokhari-Panchpokhari will be identified and promoted in the budget.
A special programme will be launched to develop Chitwan as a tourism hub. Similarly, rs 257.8 million has been allocated for the Ministry of Cooperatives and Poverty Alleviation. The budget has been allocated for the implementation of the state government’s policies and programmes for the upcoming fiscal year.
The state government has also allocated budget for the ‘Chepang Chiuri Chamer’ programme in the coming fiscal year. In the budget presented, priority has been laid on giving priority to the development of agricultural production, domestic and industry, increasing the quality of health services, giving priority to cervical cancer and kidney treatment of women, developing curriculum to provide moral education in schools in coordination with the local levels, and uplifting the culture including Newari and Tamang language, the official languages of the state.
Similarly, the budget will focus on the development of roads, physical infrastructure, focus on the development of tourism and sports sector, maintain good governance by controlling current expenditure, implement the Chief Minister’s Health Scheme, emphasize on the production of health workers including MBBS from Madan Bhandari Institute of Health Sciences, invest in the development and capacity development of the communication sector, and engage the jail inmates in production by imparting skill-based training.
Speaker Bhuwan Kumar Pathak informed that a meeting of the State Assembly will be held at 11:00 am on July 12 to discuss the budget presented in the State Assembly.
