68 cases registered with Information Commission in 2 months, 110 disposed of

Kathmandu. A total of 68 cases have been registered with the National Information Commission in the last two months. The COMMISSION informed about this at a press conference in Kathmandu on Monday.

Spokesperson of the Commission and Information Commissioner Gagan Bista said that the Commission has issued 94 orders to submit the reply if there is a reason for not being able to respond as per Section 10 920 of the Right to Information Act. According to him, 110 settlements have been made as per sub-section 3 (b) of Section 10 of the Act during the period from April 27 to June 15.

Similarly, according to Sub-section 3 (a) of Section 10 of the Act, 24 orders have been issued to the repeater to respond within seven days. Besides, two orders have been issued asking why action should not be taken as per Section 32 as the chiefs of public bodies have not given notice without proper reasons. During this period, 335 letters have been received in the bench eight times.

Addressing a press conference, Chief Information Commissioner Dr Suresh Prasad Acharya said that information was sought more but it was not used. He claimed that information has been sought in banks, local levels and other private institutions for personal studies.

He said that when the citizens are seeking information on the issue of public concern, the question has been raised whether it will be the responsibility of the citizens to present the matter in public. He said that complaints of misuse of information have also been registered with the Commission and this has been seen more especially in the financial sector.

He said, “Information is sought more but it seems that it has not been used. In many areas, even in banks, at the municipal levels. So much information is also sought in the private sector but for personal studies rather than for what. It is clear to what extent those who are said to be personal information will be given, the information of the person will be given. I get to ask for things related to me. When a citizen asks for information on a matter of public concern, will it be his responsibility to present it in public domain when he asks for it on a matter of public concern? Will you be able to concentrate on yourself? How many such questions are being answered is coming from many organizations. The Commission believes that we should also conclude it positively. We have also received complaints that there is misuse somewhere. This is especially evident in the financial sector. ‘

The government has decided to observe National Information Day across the country on August 15, accepting the commission’s request. The Government of Nepal has already decided to celebrate The National Information Day on August 15, 2019.

However, it is for the first time that the governments of all three levels have decided to celebrate it nationwide. The Commission has formed the main celebration committee under the chairmanship of Chief Information Commissioner Dr Suresh Prasad Acharya to celebrate the National Information Day in a grand manner across the country.
