Kathmandu. Civil servants have been agitating over some of the provisions in the proposed civil service bill. The employees protested in front of the Ministry of Federal Affairs and General Administration expressing dissatisfaction over the professional development, service facilities and other provisions.
Representatives of civil servants’ unions said that the bill does not have clarity on the issue of professional development of employees, there is ambiguity in transfers and promotions and provisions have been made to cut service facilities.
Acting President of Nepal Civil Servants Trade Union Uttam Katuwal has put forth the demands of promotion of one level of employees who have worked for five years and one category of employees who have worked for ten years, provision of allowing branch officers to participate in open competition for five years and inter-state transfer of employees.
Acting Chairman Katuwal said that people from Mechi are obliged to go to Darchula and work. he asked. He said he would continue the agitation until the 11-point demands of the trade union network were addressed.
“Today, the Nepal Civil Servants’ Union has been carrying a single issue regarding the 11-point demands of the trade union network,” he said. In our 11-point demands, we have talked about professional development of the employees. In it, we have said that one level will be promoted in five years and those above 10 years of age will be promoted to one category. Yesterday, the provision of allowing the branch officer to compete openly in five years has been kept for seven years due to the inaction of the government. I would like to request the Government of Nepal and the State Management Committee to keep it for five years. We have demanded inter-state transfer. Now the people of Mechi have been appointed in Darchula. Will such a person be able to go to his house once? Arrangements should be made for inter-state transfer of all provincial colleagues at the local level. There are also definitions. We also demand that the employees who were appointed through the same door yesterday should be included at the federal, provincial and local levels. ’
The contractual employees have drawn the attention of the government to make arrangements so that they do not have to return home empty-handed.
