Kathmandu. Construction entrepreneurs have asked the government not to bring a dream project in the budget for the next fiscal year.
Due to the problems in the physical infrastructure sector for a long time, the country’s economy has been greatly affected and the dream projects cannot move forward the pace of development, so they have been asked to bring an implementation plan and a budget based on them.
According to Ravi Singh, president of the Federation of Contractors’ Associations, the country’s economy has not been able to move. Industries are not being able to operate and employment is not being created. Therefore, while bringing the budget, the issues mentioned in the policies and programmes should be fully addressed, he said.
“The government should bring implementable schemes in the budget rather than a dream project,” he said. The Prime Minister and the Finance Minister have already expressed their commitment in this regard. According to that commitment, the plan should be brought in the budget. The projects to be completed in the two financial years should be included in the budget. The government should move towards completing all the schemes that the government has signed in the past. Now the schemes should be prioritized. As much as possible, this budget should address the projects that will give results and will be completed, the rest should be addressed in the next year’s budget. ’
According to him, if the government does not include any scheme in the upcoming budget, then those schemes should be automatically scrapped. If the provision of automatic scrapping of these schemes is not kept in the budget, then the scheme cannot be prioritized as expected by the government. The schemes not included in the budget should be scrapped completely.
Chairman Singh also said that the government should reduce the general expenditure in a ruthless manner. He said that the budget should be kept in order to become popular and it will not yield results and the work that is being done to ruin the country’s economy should be fully corrected from the budget.
According to Chairman Singh, the budget should be allocated as per the need for social responsibility. Social security, pension and other allowances should be given to the needy sections. The budget should be brought in such a way that capital expenditure is given more priority. If the projects initiated by the government require foreign assistance, then loan grant should be taken. The plan should be completed according to the target taken by the government by raising internal debt.
Chairman Singh said that he had suggested to the officials involved in the budget formulation, including the Finance Minister, about the programs to be included in the budget to make the economy dynamic and create employment in the country. According to him, the entrepreneurs have already given suggestions on how to give way to all the sick projects in the upcoming budget.
What else do builders want in the budget?
According to Singh, whatever all the schemes are there in this year’s budget, all the implementable schemes should be kept in the budget.
The schemes that cannot be included in the current budget should be addressed till the next budget, they should be completed within two years, if any construction work is not necessary now, then those schemes should be abolished, according to the provision in Section 59 of the Public Procurement Act, those schemes should be abolished on the basis of convenience.
According to Chairman Singh, many other construction projects have not been completed for a long time. According to international practice, the projects operating in the country cannot be terminated by confiscating the performance guarantee. This has put a lot of obstacles in the development work. These barriers should be removed.
He said the demands of the contractors should be addressed in the budget to give a way out to the country as the contractors have already drawn the attention of the Finance Minister, Minister for Physical Infrastructure and Transport.
According to Singh, the main reason for the shortcomings and weaknesses in the construction sector at present is nepal’s acts and laws and regulations. There is talk in every circle that there is no punishment for employees not working, there is no construction work if the employees do not fulfill their responsibilities in a clean manner.
From the political, administrative to the international world, there is a discussion that development is not possible due to Nepal’s laws and laws, so a solution should be found. The leadership level of the top party, the parties in the government and the parties in the opposition are also convinced on this issue.
Now the country has to catch the pace. For this, he said, the budget itself should address the obstacles of the economy and the problems of the construction sector.
