Kathmandu. CPN (UML) lawmaker Bhim Prasad Acharya has proposed to release those involved in cooperative fraud from jail by making a written commitment to return the victims’ money within six months. Acharya made the proposal while speaking at a meeting of the House of Representatives on Sunday.
He said legal provisions should be made to release all the victims from jail if they agree to return the money within six months and take strict action if they do not return their savings within the stipulated time.
Stating that the problem of cooperatives has now become a big challenge to the economic stability of the country, Acharya said there was a need for policy and legal review.
“The cooperative problem is now a big problem in our country. Cooperative savers have been duped of crores of rupees. Some people have been duped of cooperatives, some have escaped after looting, some have been arrested and some have been released on bail. So, will the cooperative’s problem be solved only by keeping it in jail? I urge you to review it a bit. If there is a person who is in jail or has absconded abroad, then he comes and decides to return the money of all the victims within six months, then the decision or legal arrangement should be made to release the jailed and take strict action if he fails to pay at that time. The problem of cooperatives cannot be solved. And I don’t think the current situation can be solved. Therefore, these policy points should be clarified in the budget for the next financial year. ’
He said the government should take a clear policy through the budget for the upcoming fiscal year to solve the problems of cooperatives.
