Kathmandu. Nepali Congress Vice President Dhanraj Gurung has said that the state’s investment should be focused on capital formation as distribution without production could not take the path of socialism. Giving his views on the principles and priorities of the Appropriation Bill in today’s meeting of the House of Representatives, he stressed the need for effective implementation of socialism by balancing production and distribution.

As distribution is not possible without production, the focus should be on distribution only by increasing production first, he said. “There was a slowdown in production, but there was competition and competition in distribution. For this reason, there is a huge gap between our revenue and current expenditure. This is because we are more interested in populism. Capitalism has destroyed the country’s economy,” Gurung said.

Similarly, he suggested that the nation’s investment should be in capital formation and economic good governance should be maintained. Stating that a large amount of money was being spent on studying abroad, Vice President Gurung stressed the need to establish a large number of residential schools in the country.

He said that instead of opening new institutions for improvement in the health sector, the existing health institutions should be made resourceful. It is not just by adding numbers that you will get good health care. There is a need to provide proper management, adequate resources and manpower to the existing hospitals. Gurung said that the budget should pay more attention to this. He also urged the government to make arrangements to know all the old details and data of the patients by creating an integrated health system.

Lawmaker Gurung suggested that the budget for the upcoming fiscal year should focus on investment for religious and adventure tourism. “We should be able to connect with tourism infrastructure while building physical infrastructure. Construction of large reservoir projects in the hydropower sector should be given priority in the budget. There is a need to encourage and promote the use of organic fertilizers by reducing the use of chemical fertilizers,” he suggested.

Gurung suggested the use of precious wood being wasted in the forest, production, processing and marketing of herbs.
