Kathmandu. CPN (Maoist Centre) lawmaker Barshaman Pun has said that discussion on the principles and priorities of the Appropriation Bill was not relevant.
Taking part in the discussion on the principles and priorities of the Appropriation Bill in the meeting of the House of Representatives on Thursday, lawmaker Pun regretted that the budget could not be prepared by incorporating the plan to be received from it three months ago.
The finance minister has been holding discussions on principles and priorities, while each ministry has incorporated its plans, pun said.
He stressed that the upcoming budget should address the Zenji generation and make the private sector competitive. He suggested reforms in the public finance system, the way of spending, the way plans are selected, etc.
He said, “It is more difficult for the honorable people of the ruling party. The opposition is also facing problems. It is difficult for the honorable people of the ruling party to distinguish between the ruling party or the opposition. And the minister is giving answers. We had also called the Planning Commission and the Ministry of Finance in the Finance Committee. The Planning Commission had said that the programmes could be included only by mid-March. Right now we are discussing on May 1and we are anticipating that it will happen, so it will not happen. How can this discussion be relevant because there are no plans that have not been included in the plan bank before March 30? He said that 6,500 schemes have already come to the bank a month ago. But now we are talking about principles after the program has been included. ‘
He stressed the need to make timely appointments to regulatory bodies and make them competitive for financial sector reforms.
