Kathmandu. Former US Vice President Kamala Harris criticized Donald Trump and his supporters on Wednesday in her first major speech since losing the November election. Harris, a defeated Democrat, told supporters that the “chaos” of the past three months was actually the result of a long-held plan by conservatives, which Trump is using to manipulate the United States for his own benefit.

“In reality, what we are seeing is a high-speed event, where a vehicle is being used to rapidly implement an agenda that has been in the making for decades,” she told supporters in San Francisco: “An agenda to cut public education, an agenda to shrink government and then privatize its services, giving tax breaks to the richest, a narrow, selfish vision of America where they punish those who speak the truth, discriminate against the loyal, abuse their power and leave everyone else to fend for themselves.”

Trump’s first The first 100 days have been marked by a dizzying series of executive orders addressing everything from immigration to foreign aid. Critics have slammed what they say is a vindictive administration that has recklessly flouted democratic and constitutional norms, including a showdown with the courts.

Trump’s supporters have praised some of the rapid changes, but recent polls show a majority of the country is increasingly frustrated with his political and economic woes, especially his frequently changing tariffs. Harris, who is considering a run for governor of her home state of California in 2026 or a possible run for the White House in 2028, has largely stayed out of the spotlight since leaving Washington in January.

On Wednesday, she was a guest speaker at an event hosted by Emerge, a political organization that recruits and trains Democratic women for public office. Harris told the crowd that Trump is targeting universities and courthouses because he wants to intimidate his opponents.

“President Trump, his administration and his aides are banking on the idea that fear can be contagious,” she said. “They believe that if they can scare some people, it will have a chilling effect on others.” But he said there are judges, academics, politicians and ordinary people who are standing up to the government. “Fear is not the only thing that is contagious. Courage is contagious,” he said. “The courage of all these Americans inspires me.”
