Kathmandu. Nepali Congress Parliamentary Party Chief Whip Shyam Kumar Ghimire has said that the problems are increasing due to delays in the law-making process. Addressing the House of Representatives meeting on a party basis today, he said that many problems seen in the country have arisen due to delays in the law-making process.
Chief Whip Ghimire said, ‘If we do not complete the law-making process within a certain time limit, the problems will increase and we will get into trouble. Teachers’ protests, employee warnings, doctors’ protests, all these have arisen due to procedural delays in law-making. Therefore, it is necessary to be sensitive to this.’ He said that it cannot be said that the country has not made progress within 20 years of the peace process.
‘There has been remarkable progress in the growth of gross domestic product (GDP), per capita income, average life expectancy, literacy rate, child and maternal mortality rates. Electricity supply and access to the internet have increased. We are also in a better position than before in terms of food security,’ said Chief Whip Ghimire.
He said that there is a need to increase international investment for large projects, saying, ‘Our infrastructure is limited. We cannot achieve prosperity without increasing international investment. We need to manage resources to build the country. The debt incurred in resource management should be considered an investment rather than an expense. Whether that loan is spent on a profitable project or not is an important matter.’
Chief Whip Ghimire said that although it is natural for people to have high aspirations after the restoration of democracy in the country, economic growth has not been achieved.
‘The problems are under control and we can solve these problems if everyone works together. Collective commitment is necessary. We can benefit from neighboring countries in the field of economic development. We can benefit in the fields of agriculture, water resources, and industry. We can export agricultural and industrial products to those countries on concessional terms. We can benefit from the tourism sector,’ he said.
Chief Whip Ghimire opined that the tradition of keeping a single bill in Parliament for years should end. He stressed that clarity is also needed on how many days a bill should be passed after it is tabled in Parliament.
