State Affairs Committee holds discussions with civil service trade unions

Kathmandu. The House of Representatives, State Affairs and Good Governance Committee has discussed the proposed Federal Civil Service Bill with various trade union employee associations.

In today’s meeting of the committee, discussions were held with officials of six different trade unions related to the civil service to obtain information about the content to be included in the bill and its justification.

The trade unions suggested that employees who have been adjusted at the federal, provincial and local levels be given a single opportunity for re-selection, and that those who have served in any position for five years be promoted by one level and those who have served for 10 years or more be promoted by one level.

Similarly, the transfer system of civil servants should be made cyclical and predictable. It has been suggested that a provision be made for adding the service period to the pension in case of promotion through open-internal competition regardless of the service at the federal, provincial and local levels.

The bill also suggests that temporary and contract employees should be given the opportunity to compete once for a limited competition without any age limit, and that a gratuity be provided to those who are not successful in it.

It has also been urged to make arrangements for inter-provincial transfers for employees who have been integrated or appointed at the local level and provinces, and to include health and parliament services in the civil service and develop them as specialized services.

The committee has also requested the Nepal Medical Association and the Federal Parliament Secretariat to provide a limited competition opportunity for those who have not been successful in it. Discussions were also held with the officials of the employee union.

In the committee, representatives of the Nepal Civil Servants Organization, Nepal Civil Servants Union, Nepal National Civil Servants Organization, Unified Government Employees Organization, Nepal Madhes Civil Servants Forum, and Independent Civil Servants Organization presented their respective opinions and suggestions on behalf of their respective organizations.
