Kathmandu. Nepali Congress MP Hridayram Thani has said that there should be no cooling period in other services, except for diplomatic and judicial services. Speaking at the meeting of the State Affairs and Good Governance Committee under the House of Representatives on Monday, he said that there should be no discriminatory policy on cooling period in the Federal Civil Service Bill.
He said that the government should treat all employees equally. He said that it would be appropriate to have a cooling period of at least two years for employees of all services. He had written a note of dissent in the subcommittee formed to finalize the bill, saying that a cooling period of one year should be kept.
He said that there were complaints that civil servants were not following the code of conduct and that a mandatory arrangement should be made to follow the code of conduct. He suggested to the Speaker to arrange for action to make the employees follow the code of conduct. He also urged the Federal Civil Service Bill to be passed unanimously and sent. He also said that if the demands of the employees could not be addressed, they could take to the streets like the teachers, and said that it was necessary to make an employee-friendly act.
