Chief Secretary Aryal’s question: Has the lack of an additional secretary affected service delivery?

Kathmandu. Chief Secretary Ek Narayan Aryal has said that no system will be strong until the country’s bureaucracy is strong and said that the Civil Service Act should not be made out of emotion. Speaking during the discussion on the Federal Civil Service Bill in the State Affairs Committee meeting on Friday, he said this.

He said that the Civil Service Act, which was made after 10 years, should be implementable for at least the next 10 years. He said that even though the current act also has a provision that employees cannot be transferred for 2 years after their appointment, there is a tendency to transfer employees within 1/2 months.

He asked whether the government’s priority is transfer or employee growth and development. He said that the post of Additional Secretary should not be created to add to the financial burden. Has the lack of an Additional Secretary affected service delivery? He has a question.

Although the administrative leadership is unanimous in not creating the post of additional secretary, there has been no agreement between the ruling party and opposition lawmakers.
