Three school buildings in Mahabharat Rural Municipality located in Dandapari in the district, which should have been completed and handed over as per the agreement, are still in a state of disrepair.
The construction company took over the work, entered into an agreement, erected the pillars of the building, and then left it abandoned. The Kalidevi Secondary School building in Kupintar, Gokule Secondary School in Ward No. 1, Mahabharat Rural Municipality, and Janakalyan Secondary School in Ward No. 8, have been abandoned after only being abandoned.
After the agreement was made and the construction was abandoned for the past four years, the children here have not been able to study in comfortable buildings. The school has stated that the lack of a safe place for students to study has had a negative impact on academic activities.
The students of Mahabharata-2 Kupintar, located in the remote hills of the district, are still forced to study in a temporary learning center as the school building, which was damaged by the earthquake, is no longer able to function.
It has been years since the construction of the school building began, the new year has passed, and the classes have been increased, but the children here have still not been able to study in the new building with all the facilities. School principal Sunil Saru said that children have been facing difficulties in studying due to the lack of a school building.
‘The administration, computer lab and two rooms for small children are being run in a four-room building built by the then District Project Implementation Unit,’ he said. Principal Saru said that since there was no bamboo fence covering the roof due to the wind, they had to teach in the open, which caused a lot of problems.
Work began in 2077 BS to construct three new buildings, each with a six-room building, but it has not been completed yet. The school has stated that despite repeated requests to the relevant authorities, no response has been received.
Currently, only three slopes of the three buildings have been completed, and the work has stalled, and no progress has been made on the construction of structures including toilets, perimeter walls, and drinking water. After the construction of the building was started and left in the middle, Mahabharat Rural Municipality has drawn the attention of the concerned office to complete it quickly.
A team led by Rural Municipality Chairman Kanchhalal Zimba met the Project Director of the Central Project Implementation Unit, Laxmi Prasad Bhattarai, and drew his attention. Mahabharat Chairman Kanchhalal Zimba said that the school building destroyed by the earthquake is in the construction phase, but the building contractors of three schools here have left it unfinished. Of these, the condition of Kalidevi Secondary School, Kupintar, is even more critical.
He said that despite repeated requests to the construction company and the concerned body, they have only received assurances, but the construction work has not picked up speed. Chairman Zimba said that despite repeated requests, letters and understandings from the rural municipality, the work has not yet picked up speed, so he recently met with the project chief of the central project implementation unit and drew attention to it.
The project chief, Laxmi Prasad Bhattarai, said that the construction company has been instructed to complete the work within the extended time by imposing a fine for not completing the work on time. While Jankalyan has made 72 percent physical progress and only 51 percent financial progress, Gokule Mavi has made 71 percent physical progress and 48 percent financial progress, Kalidevi Mavi has made 50 percent physical progress and only 45 percent financial progress.
The Central Project Implementation Unit has signed an agreement with TDI and Ashish Nirman Sevas for the construction of Jankalyan Mavi building at a cost of Rs 67.166 million excluding VAT, Gokule Rs 65.494 million, 990 and Kalidevi Rs 71.112 million, 800, the project said.
