I am on a mission to make Nepal disaster-resilient within five years: Chief Executive Dinesh Bhatt

Dinesh Prasad Bhatta, the newly appointed Executive Chief of the National Disaster Risk Reduction and Management Authority, has expressed his commitment to making Nepal disaster-resilient within five years. He also mentioned that since Nepal is at risk of multiple disasters, there is a need to change the working framework to make it disaster-resilient.

Bhatt, who took charge of the post of Executive Chief on Tuesday, said on Wednesday that he is committed to the campaign to make ‘Disaster Resilience Nepal’. He also clarified that he will work to strengthen the authority down to the local level. He also said that the work started by the Authority to prepare volunteers in the toll tolls to strengthen the local government will be expanded.

He also mentioned that he would play a coordinating role within the jurisdiction given and directed by the Act, and said, “The Act has given the Authority authority. The regulations have also given it. There is a word that says through the Ministry of Home Affairs in some matters. In that case, coordination will be delayed and when coordination is delayed, mobilization will be delayed. For that, implementing what is in the policy and the Act in practice means coordinating with some of them, and we will take initiatives in that too. I have come with the mission of making Nepal a disaster-resilient Nepal by 2029. We have to work in many sectors. This is a place where we have to work, not just morning, night, and day. I will work hard. I will strengthen the local government, prepare volunteers in the neighborhood.’

He mentioned that he would prioritize the issue of disaster preparedness. He also said that the work of housing reconstruction would be done so that the money would be deposited directly into the beneficiary’s account.

He said, ‘Not much work has been done in disaster mitigation. We have always been in a country where there is a crisis. We were on the approach of the state knowing, rescuing and temporarily settling after a disaster. We should gradually move towards preparedness. This is the approach to work. Some amount of preparedness work has been done. We have completed the reconstruction of the Gorkha earthquake. But some amount of structures of archaeological importance are still to be built. Disasters come, the damage caused by disasters must be prevented. For that, we should pay attention to preparedness. When we think about preparedness, we think of local residents.’

‘Preparation should be done to minimize the damage that may occur in the dangerous area. If the local government forms a team for preparedness at the village level and moves forward, the work of preparedness will be completed. The local government should be strengthened. In terms of preparedness, the village should also be strengthened locally. The budget is not managed by the center. The government should provide technical assistance, if someone’s house has collapsed, money should be sent to the person’s account. That makes it stronger when you build your own house. The money should go into the beneficiary’s account to go into the reconstruction process. “But we have to work to prevent damage,” he said.

Bhatt was appointed as the executive chief of the authority by the Council of Ministers meeting held on Monday. He assumed his duties on Tuesday.
