Government preparing to re-establish land bank

Kathmandu. Minister for Land Management, Cooperatives and Poverty Alleviation, Balram Adhikari, has said that the government is going to restart the process of forming a land bank. He said this while speaking at the meeting of the Agriculture, Cooperatives and Natural Resources Committee held at Singha Durbar on Tuesday.

He said that the issue of forming a land bank had come up in the past but was stopped due to opposition, and said that the current government has started discussions to form a land bank again.

He urged people not to protest for the sake of protest, saying that good work often leads to protests. He said that although the Land Ordinance was brought to solve the land-related problems in a short-cut way, now they are preparing to bring an act.

He said, ‘After bringing this ordinance, I have said in various forums that the ordinance should be looked into in depth. I am ready to debate. On the one hand, we have also said that we will solve the problem. On the other hand, we have to understand whether the government is trying to solve the problem or not? And if it is not trying, how to take it forward. There is a difference between saying and doing. The government goes from two sides. We had brought this ordinance to take a short-cut way. We are also preparing to make an act. The honorable Prime Minister has directed us to make a new act. It will not be done from the old act anymore. All the ministries have said that they should draft a new act. We have taken forward the matter of creating a land bank. The purpose of creating a land bank is to keep information about where and what kind of land there is. But there has been opposition in the past to the creation of a land bank. There has been opposition when the work has started. We are thinking of taking this work forward again. Discussions are underway.’

Minister Adhikari said that the Land Management Problems Commission has started its work and will provide land to the actual squatters and landless people as per the government’s rules.
