Let’s debate how many times we can contest elections: MP Jwala

Kathmandu. CPN (Unified Socialist) MP Prakash Jwala has said that it is wrong to make a legal provision prohibiting taking the civil service exam more than six times. Speaking at the House of Representatives meeting on Monday, MP Jwala said this.

He said that syndicating a citizen so that he cannot take the exam is against the spirit of the Constitution. Parliament is about to enact a law that will allow people to take the Public Service Commission exam only six times.

The ‘Bill to make provisions regarding the formation, operation and conditions of service of the Federal Civil Service’, which is under discussion in the State Affairs and Good Governance Committee of the House of Representatives, is going to set a limit on how many times a person can take the public service exam.

MP Jwala said that the government has deprived people of their fundamental right to compete in an exam that does not even provide employment options. He demanded that they be allowed to take the exam until they are of age to contest the public service. He said that it is necessary to debate the issue of how many times one can be the President, Prime Minister and Minister without taking the civil service exam.

He said, “If legal provisions are being made to prohibit taking the civil service exam more than 6 times, it is wrong. Syndicating that no citizen can take the exam is against the spirit of the Constitution. Depriving Nepali youth from the exam in this way is pushing them further towards the Gulf and Malaysia. The government is not even providing employment options, preventing them from competing in the exam, and depriving them of their fundamental rights. Therefore, they should be allowed to take the exam until they are of age to contest the civil service. Let’s debate the issue of how many times one can be appointed politically, how many times one can contest elections, and how many times one can be appointed as President, Prime Minister and Minister.”

He also said that there should be a debate on the issue of how many times one can contest political appointments and elections.
